Legal framework
DCUM’s legal framework is the Act on the Educational Environment of Pupils and Students, as well as the Act on Daycare, After-School and Club Facilities etc. for Children and Young People.
DCUM’s Establishment and Objective
The Act on the Educational Environment of Pupils and Students – also called the Educational Environment Act – from 2001 includes a description of DCUM’s objective. DCUM's objective is to help secure and develop a good educational environment in Denmark, including providing guidance and advice to pupils and students as well as to educational institutions and authorities on issues pertaining to the educational environment.
The centre collects and systematises knowledge of rules and practices relevant to the educational environment and makes it available to the public.
The centre is intended as a forum for dialogue about and development of a good educational environment in Denmark, and it can take initiatives on any issue that it considers relevant for the educational environment and comment on it to the relevant authorities.
The centre can deal with similar questions regarding the safety and health of children in day-care facilities.

Children’s Environment and Educational Environment
The framework for DCUM’s work with the educational environment has been established in the Educational Environment Act, which also establishes that DCUM can deal with issues regarding the safety and health of children in day-care facilities.
The framework for DCUM’s work with the environment for children in day-care facilities has been established in the Act on Daycare, After-School and Club Facilities etc. for Children and Young People – also called the Day-Care Facilities Act – from 2007.
